During the last opening, 4,500 applicants were placed on the waiting list by random lottery. Mainstream Voucher preference is for non-elderly persons with a disability who previously experienced homelessness and are current clients in a HUD-funded permanent supportive housing or rapid rehousing program. Eligibility requires applicants to be at least 18, one household member a US citizen or eligible non-citizen, and no drug-related charge within the past two years.
