The purpose of the Healthy at Home Eviction Relief Fund is to keep Kentucky renters in their homes by providing rent and/or utility assistance. It allows repayment of past due rent and utility bills for landlords and utility providers, and reduces the amount of eviction cases that go to court.

The program provides assistance to all Kentucky counties with the exception of Jefferson and Fayette.

How to Qualify


Who is eligible?
To qualify, RENTERS must meet ALL the following requirements:
1. Renters must live in Kentucky (any county except Jefferson or Lafayette)
2. Renters must have experienced reduction of income or other financial hardship related to COVID.
3. Renters may apply for assistance for past due rent and/or past due utility bills.
4. RENTAL ASSISTANCE: Provide past due notice from landlord, eviction notice, or similar documentation.
5. UTILITY ASSISTANCE: Provide latest utility bill documenting past due amount.

7. Property for which applicant is seeking assistance is primary residence.
8. Assistance cannot be given for any months for which applicants have already received assistance.
9. Renters who receive rent subsidies (such as Section 8) are eligible for past due rent assistance, but not future rent assistance.
10. Individuals living with family members without a written rent agreement are not eligible for assistance.
11. Households that pay rent for lots on which their mobile homes are situated are eligible for assistance.

To qualify, LANDLORDS must meet ALL the following requirements:
1. Required to forgive late fees, interest, penalties, and legal fees related to past due rent
2. Have current lease or rental agreement with renter
3. Must agree not to evict renter for any past due rent not covered by this program
4, Must agree that any future eviction be given 30 days notice and that eviction process will not begin until 45 days after assistance ends
5. Must abide by HHERF settlement terms and submit all required paperwork

How do I apply?
Tenants must provide the following:
1. State identification showing address as the same address for which you are applying for assistance. If you don’t have a state identification, submit mail showing proof of residence.
2. Proof or your status as a renter (current written lease)
3. Income documentation

  • 2020 1040 tax return

  • Proof of income for past 30 days (pay stubs, unemployment statement)


4. Letter of eligibility from government assistance program (LIHEAP, SNAP)
5. Case worker statement of eligibility (Use this form)
6. Proof that you owe past due rent (past due or eviction notice, pending court ordered eviction)
7. Proof you are past due on utilities, if applicable (copy of utility bill)
Upon approval of rental assistance, renter and landlord are required to sign a settlement agreement.

Landlords must provide the following:
1. Copy of state identification (driver’s license) or business status (Articles of Incorporation, tax forms)
2. Current lease or rental agreement
3. Copy of rent ledger showing past due rents
4. After the application is approved, landlords will be sent the following:

  • HHERF Settlement Agreement

  • Direct deposit form

  • W-9 form for entity receiving payment

  • Agency Authorization form

FAQ


How are payments made?
Lump sum payments will be made to landlords and utility providers.

Is there still money available?
The program does not anticipate running out of funds before assisting all approved applicants. The program will operate through 2022 and possibly longer.

Do certain applicants get priority?
Applicants whose income is less than 50% of area median and those who have been unemployed for 90 days or more are given priority.

How much assistance do you receive?
Approved applicants can receive a maximum of 12 months assistance for past due rent and/or utility bills dating back to April 1, 2020 and three months of future rent.

My landlord is a family member. Can I still receive assistance?
Individuals living informally (without a lease) with family members are not eligible. HHERF will provide assistance to individuals who have lease agreements with family member landlords, don’t live at the same address as the family member, and can produce proof of consistent rent history.

Are mobile homes and lots eligible?
Yes. If the renter owns the mobile home and rents the lot, assistance may be available. There must be a lease agreement to be eligible.
